Behind-ally Charge and the receiving restriction
Charge advances the recipient’s current cast progress without changing its base Cooldown or Cooldown Speed. The guide explicitly includes other sources in Dracana’s Charge restriction; that restriction does not prevent the Shiny text from granting its own Speed gain.
The guide places front and behind in the same column, and left and right in the same row. An older player video instead says the ally to the left, with an “I think” qualification. That uncertain description does not establish that left and behind are equivalent.

These values match in both forms. Shiny’s separate 5% battle-only Speed gain is described above; Charge seconds are not a fixed number of casts.

Dracana questions
Can another monster give Dracana Charge?
The guide says Dracana cannot receive Charge, including from other sources. Charge and Cooldown Speed are different effects.
Does Shiny add more Speed at higher levels?
The added Speed remains 5% for this battle at every displayed level; it is not a 5/10/15/20% progression.
Does 18 seconds of Charge guarantee six casts?
No fixed cast count is established. Excess Charge, an empty target and simultaneous event ordering remain unresolved.
Keep receiving Charge, giving Charge and gaining Speed separate.
